The Texas Rangers starter has previously intrigued the Phillies, who are in search of rotation help. Philadelphia's starting rotation ranks second-last in the Senior Circuit, according to FanGraphs, collectively posting a 4.62 ERA and 5.12 FIP.

The Phillies currently sit 7 1/2 back of the Braves and in third place in the division behind the resurgent Washington Nationals.
Minor posted a 2.73 ERA and 3.82 FIP over 19 starts entering Friday's contest against the Houston Astros. The 31-year-old is under contract through 2020 and is owed $9.83 million in the final year of his deal.
