McCoy, the No. 1-ranked athlete in the ESPN 300 for 2019, originally committed to USC but opted to transfer after Kliff Kingsbury left for the Arizona Cardinals' head coaching position.
It was reported in May that the Santa Ana, Calif., native was entering the transfer portal and was expected to return to USC because he was experiencing "deep homesickness."
The receiver will sit out the 2019 season unless he's granted an eligibility waiver by the NCAA.
McCoy represents the Trojans' highest-ranked incoming prospect, with only fellow receiver Kyle Ford ranked inside the ESPN top 100.
